Establishes a statewide Electronic Device Producer Responsibility Program requiring manufacturers to fund and participate in the collection, recycling, refurbishment, or reuse of covered electronic devices at no cost to consumers

Expands the definition of "covered electronic device" to include 36 categories such as computers, televisions, tablets, printers, video game consoles, GPS systems, cameras, and earbuds, while excluding items like telephones, medical devices, and appliances

Requires Producer Responsibility Organizations to ensure 95% of Maryland residents are within 15 miles of a collection site, with minimum site requirements based on county and municipality population sizes

Creates a 17-member Electronic Device Producer Responsibility Advisory Council to advise the Department of the Environment on program implementation, with annual reporting requirements beginning December 1, 2028

Sets manufacturer registration fees of $10,000 for those selling 1,000+ devices annually and $5,000 for those selling 100-999 devices, with fees deposited into a dedicated account within the State Recycling Trust Fund; effective October 1, 2026
