Counties and municipalities are prohibited from banning short-term rentals solely because the operator is a lessee or sublessee rather than the property owner

Local governments may enact laws limiting lessees or sublessees to operating only one short-term rental property within their jurisdiction

Short-term rentals are defined as residential dwelling units or portions thereof (including accessory dwellings) used for housing stays of less than 31 consecutive days

Property owners retain the right to prohibit or limit their lessees or sublessees from using the property as a short-term rental through lease agreements
