Establishes the Sellers of Travel Services Registration Fund as a special, nonlapsing fund within the Maryland Department of Labor to cover direct and indirect costs of regulating travel service providers

Requires sellers of travel and independent agents to file annually with the Department proof of professional liability and errors and omissions insurance of at least $1,000,000

Sets an annual filing fee of $300 for sellers of travel and independent agents, with fee increases capped at 12.5% per year

Prohibits sellers of travel and independent agents from accepting payment for services unless they have met the annual filing and insurance requirements

Effective date: October 1, 2026
