Authorizes Baltimore City's Board of License Commissioners to approve transfer of a Class B-D-7 license from the 700 block of Washington Boulevard (40th alcoholic beverages district) to the 200 block of South High Street (46th alcoholic beverages district)

Permits a licensed establishment on the south side of the unit block of West Pratt Street to keep and serve alcohol donated by manufacturers or wholesalers for nonprofit events, subject to verification of nonprofit status and tax remittance requirements

Extends a Class B-D-7 license at 1600 block of Eastern Avenue until July 1, 2027 to allow renewal and transfer to a new owner at 700 block of Aliceanna Street

Takes effect June 1, 2026, with the nonprofit event alcohol provision (Section 2) automatically expiring on May 31, 2028
