Cites over 70,000 civilian deaths in Gaza, millions killed in the Congo over decades, and mass killings with famine conditions in Sudan, with crises disproportionately impacting women, children, the elderly, and ethnic minorities

Directs certified copies be sent to Maryland's Governor, state legislative leaders, the Maryland Congressional Delegation, and U.S. Congressional leadership
