Creates a new Class AER (equity retail) license in Prince George's County allowing certified minority business enterprises to sell beer, wine, and liquor at retail in sealed packages for off-premises consumption

Requires licensed establishments to be located outside the Capital Beltway and at least 1 mile from any other Class A beer, wine, and liquor licensee

Mandates a minimum $200,000 capital investment toward the premises and requires maintaining inventory of alcoholic beverage brands founded or majority-owned by socially and economically disadvantaged individuals

Limits issuance to 2 licenses per year with a maximum of 10 total licenses; annual license fee is $910

Takes effect July 1, 2026
