Eliminates the requirement for the Maryland-National Capital Park and Planning Commission to appoint a single general counsel, instead requiring each county planning board (Montgomery and Prince George's) to appoint its own legal counsel for Commission operations within that county

Transfers direct authority over human resources administration and information technology systems from the Commission to the respective county planning boards for operations primarily conducted within each county

Allows the Commission to designate legal counsel from one county to represent the Commission as a single corporate body when needed, while preserving each planning board's authority to direct its own legal counsel

Permits the Commission to use shared administrative services only with approval from both county planning boards

Takes effect October 1, 2026
