Proposes a constitutional amendment to enshrine the Maryland flag adopted under Chapter 48 of the Acts of 1904 as the official State flag in Article XV of the Maryland Constitution

Specifies the flag's heraldic design in the Constitution: quartered with Calvert family arms (gold and black vertical bars with diagonal band) in top-left and bottom-right, and Crossland family arms (white and red quartered field with cross bottony) in top-right and bottom-left

Requires three-fifths approval from both chambers of the General Assembly and submission to voters at the November 2026 general election for ratification

Repeals existing Section 7-202 of the General Provisions Article and renumbers subsequent sections, with statutory changes contingent on voter approval of the constitutional amendment

Takes effect upon the Governor's proclamation that the constitutional amendment received majority approval from Maryland voters
