Amends previously authorized State Debt grants from 2018-2025 to change grantee names, expand authorized uses, and extend termination dates for various capital projects across Maryland

Changes grantees for several projects, including transferring the Civil Air Patrol Squadron Building grant from the Board of Governors of Civil Air Patrol to Allegany County Commissioners, and the North Bethesda Metro Station grant from WMATA to Montgomery County

Renames multiple projects to reflect updated scopes, such as "East Baltimore Transfer Station" to "Bowley's Lane Sanitation Yard," "Long Branch–Arliss Neighborhood Park" to "Long Branch Local Park," and "Shakespeare Beyond the Walls" to "Chesapeake Shakespeare Company Theatre"

Extends grant termination dates for several projects, including the National Road Museum (to June 1, 2027), Imagination Stage storage facility (to June 1, 2029), and Town of Brookeville infrastructure improvements (to June 1, 2031)

Adds "expansion" as an authorized use for all amended grants and broadens project scopes for entities like Roberta's House (to include acquisition of adjacent properties) and Ridge Volunteer Fire Department (to include fire rescue apparatus)
