Repeals Maryland's Vehicle Emissions Inspection Program entirely by removing Sections 23-201 through 23-209 from the Transportation Article

Eliminates the requirement for biennial exhaust emissions tests and emissions equipment inspections for vehicles model year 1977 and newer

Removes the existing fee structure for emissions inspections, which was capped at $14 through June 2025 and set to increase to $30 for fiscal year 2026

Abolishes exemptions that had existed for zero-emission vehicles, disabled persons' vehicles, seniors age 70+ driving under 5,000 miles annually, and active duty military members

Takes effect October 1, 2026
