Creates a new misdemeanor offense for intentionally distributing personal identifying information or images of students enrolled in secondary schools (grades 6-12) or postsecondary institutions without permission and with intent to harm or reckless disregard for potential harm

Defines "personal identifying information" broadly to include name, address, phone number, Social Security number, biometric data, financial account numbers, and school address, among other identifiers

Penalties include up to 1 year imprisonment and/or a fine up to $5,000

Exempts journalists (including student journalists), faculty engaged in academic activities, disclosures required by law, and reports made to campus safety officials or Title IX coordinators

Effective date: October 1, 2026
