Authorizes the Maryland Department of the Environment to impose administrative penalties up to $5,000 per violation (maximum $100,000 total) for violations related to water appropriation, dam safety, and wetlands construction/modification

Removes previous limitation that restricted the Department's authority to issue orders and notices only for water appropriation and use matters, expanding enforcement to include dam safety violations

Requires the Department to provide written notice and an informal meeting opportunity before pursuing civil or administrative penalties, and to review any good faith applications for Private Dam Repair Fund loans when applicable

Establishes nine factors for assessing penalty amounts, including willfulness of violation, actual environmental harm, cleanup costs, degree of hazard, recurrent violation patterns, and cooperation with the Department

Directs administrative penalties collected under these provisions to be paid into the Maryland Clean Water Fund, with exceptions for dam safety-related penalties which go to the Private Dam Repair Fund
