Establishes the Maryland 3-1-1 Oversight Board within the Maryland Information Network to oversee a statewide nonemergency information and referral system using AI-powered chatbots and voicebots

Requires the Board to designate four pilot counties (two with existing 3-1-1 systems and two without) to participate in the initial program, with chatbots deployed by June 30, 2027 and voicebots by December 1, 2027

Mandates statewide expansion of the 3-1-1 Program to all Maryland counties by July 1, 2028, following submission of an implementation plan and evaluation report

Creates a 3-1-1 Technical Advisory Committee (sunset September 30, 2028) to provide guidance on interoperability among 3-1-1, 2-1-1, 9-1-1, 9-8-8, and local nonemergency systems

Requires all chatbots and voicebots to include multilingual support, GIS integration for accurate routing, and escalation protocols to transfer complex requests to live agents
