State agencies must submit climate and sustainability information when recommending contracts to the Board of Public Works for approval in six categories: architectural/engineering services, construction, energy performance, general miscellaneous, landlord leases, and tenant leases

Required information includes how contracts contribute to greenhouse gas reduction or net-zero carbon goals, provide resilience to climate change and extreme weather, and advance state climate mitigation and adaptation leadership

Contracts must also document use of environmentally preferable supplies/services as defined by the Maryland Green Purchasing Committee and compliance with Maryland Green Building Council standards and High Performance Building requirements

Liaisons to the Board from the Governor, Comptroller, and State Treasurer offices must ensure compliance and include the climate information on Board agendas when contracts are considered
