Expands the scope of Public Safety Section 13-702 to apply to all units of the Maryland Military Department, including the National Guard, Maryland Defense Force, and State Operations

Establishes that during State active duty, all Department members are under the operational command and control of the Adjutant General or a designated National Guard officer

Allows the Adjutant General or designee to maintain command whether in State active duty or in federal status where the Governor is Commander in Chief

Designated as an emergency bill necessary for immediate preservation of public health or safety, requiring three-fifths approval from both chambers

Takes effect immediately upon enactment rather than the standard July 1, 2026 effective date
