Carriers must issue Medicare supplement policies to individuals who became Medicare-eligible before January 1, 2020 and qualify for any federal special enrollment period guaranteed issue right, with applications accepted within 63 days of the qualifying event

Existing law requires carriers to offer Medicare supplement plans A and D to individuals under 65 who are Medicare-eligible due to disability, with protections against discrimination based on health status

Carriers must notify insureds of birthday enrollment rights 30-60 days before their birthday, allowing them to switch to policies with equal or lesser benefits without health-based discrimination
