Expands grounds for the Maryland Insurance Commissioner to deny, refuse to renew, suspend, or revoke a third party administrator's registration to include violations of any state insurance law, not just the specific subtitle governing administrators

Adds knowingly failing to comply with Commissioner regulations or orders as a new basis for registration denial or revocation

Broadens civil penalty authority from violations of the subtitle only to violations of the entire Insurance Article, with penalties up to $10,000 per violation

Maintains separate $1,000 per day penalty for operating without proper registration under § 8-303(a)
