Simplifies coverage effective dates for SHOP Exchange special enrollment periods by standardizing them to the first day of the month following plan selection or receipt

Eliminates the tiered effective date system that previously varied based on whether plan selection was received between the 1st-15th or 16th-last day of the month

Applies to special enrollments due to child support or court orders, death of employee or dependent, and divorce or legal separation

Allows SHOP Exchange to permit eligible employees to select an effective date based on when the plan selection is received

Takes effect October 1, 2026
