Expands eligible institutions for National Guard tuition assistance to include private vocational, trade, or career schools recognized by the Maryland Higher Education Commission or Maryland Apprenticeship and Training Council, removing the previous requirement that these schools grant a 50% tuition waiver

Creates new "training assistance" category covering professional development expenses including industry-required tools, technology, equipment, personal protective equipment, uniforms, certification and licensing costs, and trade-related software and digital resources

Authorizes the Maryland Military Department to provide assistance equal to 100% of in-State tuition and training assistance for eligible active National Guard members certified by the Adjutant General

Requires members receiving assistance for undergraduate, vocational-technical, trade, or career courses to remain active for at least 2 years after course completion; graduate or professional courses require 4 years of continued service
