Removes the requirement that individuals convicted as adults for offenses committed as minors must have been sentenced before October 1, 2021 to be eligible for sentence reduction motions.

Expands eligibility for sentence reduction motions to all individuals who committed offenses as minors and have served at least 20 years, regardless of when they were sentenced.

Maintains existing eligibility criteria for individuals who committed offenses between ages 18-25, including the 20-year imprisonment requirement and exclusions for sex offenders, those sentenced to life without parole, and those convicted of murdering first responders.

Effective date: October 1, 2026.
