Landlords of properties with on-site wastewater systems (septic systems) must ensure the system is inspected and pumped out by licensed professionals by July 1, 2028, and before each new tenant moves in thereafter

Beginning July 1, 2028, real estate sales contracts for properties with on-site wastewater systems must require the purchaser to obtain a licensed inspection and pump-out as a condition of sale, with both parties certifying receipt of the inspection report at settlement

Property transfer inspections and pumping services are valid for 3 years; landlords and property owners must notify local health authorities when a failing system is identified and when repairs are completed

Exemptions apply to transfers between spouses, parents and children, or siblings (if property is in trust), mortgage refinancing, ownership changes without new parties, and initial sales after construction

Extends the Department of the Environment's deadline to adopt implementing regulations from July 1, 2025 to July 1, 2027, and extends the deadline for on-site wastewater service providers to be licensed from July 1, 2026 to July 1, 2028
