Authorizes the Motor Vehicle Administrator to enter into reciprocal agreements with other jurisdictions for enforcement of violations captured by red light cameras and speed monitoring systems

Amends Maryland's policy on reciprocal vehicle registration agreements to add "safety" as a stated goal alongside existing economic and social development purposes

Permits such agreements to authorize Maryland's Motor Vehicle Administration to refuse to register or reregister vehicles with outstanding automated enforcement violations from other jurisdictions

Creates new Section 12-411.1 in the Transportation Article to establish the framework for these interstate automated enforcement arrangements

Takes effect October 1, 2026
