Authorizes the City of Cumberland to deploy speed monitoring systems on portions of Interstate 68 where the posted speed limit is 45 miles per hour

Limits enforcement exclusively to Class F (tractor) vehicles operated in combination with Class G (trailer) freight trailers or semitrailers, not passenger vehicles

Creates a specific legal defense for violations if the cited motor vehicle was not a tractor-trailer combination

Requires that remaining fine revenue after administrative costs be dedicated to public safety programs, transportation improvements, and maintenance within the Interstate 68 corridor in Cumberland

Takes effect October 1, 2026
