Expands the definition of "abuse" to include psychological harm and sexual abuse, and limits abuse, neglect, and exploitation to acts committed by individuals in a "relationship of trust" with the vulnerable adult (relatives, friends, household members, caregivers)

Adds new statutory definitions for "indicated," "not indicated," and "undetermined" findings, establishing a "more likely than not" standard for determining whether abuse, neglect, self-neglect, or exploitation occurred and whether the individual is at risk of harm

Creates an online reporting portal as a new method for mandatory reporters (health practitioners, police officers, human service workers) to report suspected abuse, neglect, self-neglect, or exploitation

Requires investigations to include a determination of whether the individual is "at risk of harm" and mandates local departments complete investigations with a formal finding (indicated, not indicated, or undetermined) within 60 days

Takes effect October 1, 2026
