Requires construction of a new prerelease facility for women in Baltimore City on a site of at least 3 acres, located more than 1 mile from any existing correctional facility, with capacity for at least 1.25 times the number of women eligible for prerelease status in calendar year 2024

Department of General Services must evaluate existing proposals by June 1, 2026, and if none comply, issue a request for proposals by August 1, 2026 using expedited procurement processes

Facility must include single and double occupancy housing, handicapped accessible rooms, administrative offices, classroom, career center, medical suite, recreational facilities, and access to public transportation

Mandates comprehensive gender-responsive services for eligible women including education, vocational training, trauma-informed counseling, mental health and substance use treatment, family reunification assistance, and individualized reentry planning—services must begin before facility construction is complete

Office of the Correctional Ombudsman must review compliance and report to legislative committees by December 1, 2026; bill is designated an emergency measure taking effect immediately upon enactment
