Adds one family caregiver of a service-disabled veteran to the Maryland Commission on Caregiving membership

Designates the House of Delegates and Senate members on the Maryland Trust Fund Board of Trustees as ex officio (non-voting) trustees and clarifies quorum requirements apply to voting trustees only

Adds a representative from an organization representing military families to the Maryland Veterans Commission and removes the American Ex-Prisoners of War, Polish Legion of American Veterans, and Pearl Harbor Survivors Association from the list of nominating organizations

Allows removal of an organization's seat on the Maryland Veterans Commission if the organization fails to appoint a new commissioner for 2 continuous years or fails to recommend a representative

Adds one youth with an immediate family member who is a service member to the Maryland Youth Advisory Council, appointed by the Department of Veterans and Military Families, effective October 1, 2026
