Renames the "Council on Open Data" to the "Council for Open Data" and reduces membership from 37 to 11 members, eliminating 25 state agency secretary positions while retaining legislative appointees and adding the State Chief Data Officer as Chair

Reduces local entity representatives from 5 to 3, reorganizes the geographic county groupings they represent, and requires the 5 private/academic/nonprofit sector members to include at least one representative each from university, private, and nonprofit sectors

Expands the Council's responsibilities to include advising on data initiatives and priorities, and identifying partnerships to connect Maryland data with communities and social service organizations

Removes the Vice Chair position (previously the Director of Governor's Office of Performance Improvement) and removes that office from Council staffing responsibilities

Takes effect July 1, 2026
