Delays the decentralization of Maryland's Guaranteed Access Grant Program from the originally planned date until the 2029-2030 financial aid award year

Under the decentralized system, the Office will compile and certify statewide lists ranking applicants by financial need no later than October 1 each year, then provide these lists to each institution of higher education

Individual institutions will determine which applicants receive Guaranteed Access Grant awards and the award amounts, then send financial aid notifications directly to students

The Office will reimburse institutions each semester for the Guaranteed Access Grant awards and renewal awards they distribute
