Transfers monitoring and security responsibilities for home detention programs from the Division of Correction to the Warrant Apprehension Unit of the Intelligence and Investigative Division within the Department of Public Safety and Correctional Services

Expands the definition of "offender" to include individuals on probation, parole, or mandatory supervision, as well as incarcerated individuals detained or confined in state correctional facilities

Authorizes Warrant Apprehension Unit employees to execute warrants for retaking offenders, arrest offenders for program violations, and obtain and execute search warrants

Requires Intelligence and Investigative Division employees authorized to make arrests to meet Maryland Police Training and Standards Commission qualifications and complete prescribed training
