Transfers administrative authority of the Community Reinvestment and Repair Fund from the Comptroller acting alone to the Comptroller acting at the direction of the Office of Social Equity

Requires counties to develop fund distribution plans that identify geographic areas and populations most impacted by disproportionate cannabis law enforcement, consult with stakeholders, hold public hearings, and make plans publicly available

Specifies allowable fund uses including behavioral health services, education programs, housing initiatives, job training, transportation improvements, and programs benefiting incarcerated individuals and families—while prohibiting expenditures on law enforcement

Caps county administrative expenses at 15% of funds received and prohibits fund money from supplanting existing local government program appropriations

Requires annual county reports to include data on populations served and services provided, with the Comptroller and Office of Social Equity jointly responsible for ensuring compliance; effective October 1, 2026
