Requires the Maryland Department of Disabilities to establish affordable and accessible housing programs as part of its administered programs

Authorizes the Department to create affiliated foundations to solicit funds, partner with individuals and entities, and support the Maryland Assistive Technology Program, Assistive Technology Guaranteed Loan Program, Office of Disability Employment Advancement and Policy, and housing programs

Foundation policies must be submitted to the Office of the Attorney General for legal review and the State Ethics Commission for conflicts of interest review before approval

Department officials and employees may serve as foundation directors without compensation but may receive expense reimbursements; annual reporting to the Governor, Legislative Policy Committee, and State Ethics Commission is required by September 1

Affiliated foundations must undergo annual independent audits, are not considered state agencies, and their financial obligations are not state debts; the Act takes effect October 1, 2026
