Requires the Maryland Clean Energy Center to hold, invest, and reinvest the Jane E. Lawton Conservation Fund money rather than the State Treasurer

Changes annual reporting requirements for the Maryland Strategic Energy Investment Fund to only detail amounts exceeding $10,000 and removes the requirement to identify multiple grants to the same person or address

Modifies reporting metrics from "electricity savings" to "greenhouse gas emissions reductions" for evaluating program impacts
