Expands the Deputy Treasurer's authority to perform any of the Treasurer's functions (maintaining accounting systems, receiving and depositing money, disbursing funds, arranging debt payments), rather than only disbursing money as previously allowed

Increases the small procurement threshold from $25,000 to $50,000 for contracts where the Maryland Environmental Service can use a simplified procurement process

Requires at least 60 days' advance notice to service district residents before establishing or adjusting charges, up from the previous unspecified timeframe

Adds new notification methods for rate changes: posting on the Service website for 2 consecutive weeks, sending email or text notifications weekly for 2 weeks to ratepayers with contact information, or mailing notices via USPS to affected property owners

Modifies newspaper notice requirements to allow placement with legal notices (previously prohibited) and removes the 1/4 page minimum size and 18-point type requirements
