Establishes the GREEN Loan Program within the Maryland Clean Energy Center to provide no-interest loans to 501(c)(3) nonprofit organizations for purchasing and installing qualifying energy systems and making energy efficiency improvements such as windows, doors, and HVAC systems

Creates a special, nonlapsing GREEN Loan Fund with potential appropriations of $5,000,000 in FY 2028, funded through state budget appropriations, transfers from the Maryland Strategic Energy Investment Fund, and loan repayments

Requires borrowers to contribute at least 10% of the cost for qualifying energy system or efficiency project loans, and projects must demonstrate projected energy cost savings that equal or exceed the total loan cost over the system's useful life

Gives application priority to nonprofit organizations with annual budgets of $1,000,000 or less, with selection guidelines considering factors such as property ownership, geographic diversity, and ethnic/racial/economic diversity

Requires the Maryland Clean Energy Center to establish an application process and develop an advertising campaign by July 1, 2027, with the program taking effect July 1, 2027
