Adds non-consensual sexual contact committed during first-, second-, or third-degree burglary as a new form of third-degree sexual offense, punishable by up to 10 years imprisonment

Requires sex offender registration for convictions under this new provision, with tier level determined by victim's age: Tier I if victim is an adult, Tier II if victim is a minor age 13 or older, Tier III if victim is under age 13

Amends Criminal Law Article § 3-307 to include burglary-connected sexual contact alongside existing aggravating factors such as use of a dangerous weapon, infliction of serious injury, and commission with an accomplice

Applies only prospectively to offenses committed on or after October 1, 2026
