Establishes the Office of Health Care Quality Stakeholder Advisory Council to provide feedback on health care facility oversight and notify the Secretary of Health if the Office is negligent in its oversight duties

Council membership includes 20 members: one State Senator, one Delegate, representatives from the Secretary of Health, Secretary of Aging, Attorney General's office, plus healthcare workers, nursing home residents/families, and representatives from organizations including MedChi, SEIU, AARP, NAACP, Maryland CASA, and Disability Rights Maryland

Beginning January 1, 2027, the Council must hold virtual public meetings every 6 months, streamed live on the Department's website with public comment opportunities and meeting minutes posted within 30 days

Office of Health Care Quality must report data at each meeting on: hospitals monitored, nursing homes inspected, complaints received, code violations identified, average complaint response time, and complaints resolved

Council must submit annual findings and recommendations to the Governor and General Assembly by December 1, beginning in 2027; members serve 2-year terms without compensation; effective date October 1, 2026
