State Board of Elections and Department of Public Safety and Correctional Services must jointly develop electronic procedures for voter registration restoration by January 1, 2028

Department must transmit monthly lists to the State Board containing released individuals' names, dates of birth, partial Social Security/ID numbers, release dates, and new addresses

State Board must promptly restore voter registration for individuals who were registered in Maryland before incarceration and whose new address is in-state, assigning them active voter status

Released individuals receive a voter notification card explaining their registration status, eligibility for all elections, and instructions for declining registration or updating their address

The identity of the voter registration agency through which a formerly incarcerated person registered is protected from public disclosure under the Public Information Act

Act takes effect January 1, 2027
