Reorganizes and recodifies existing Maryland Medical Assistance Program (Medicaid) laws without making substantive policy changes, renumbering sections 15-103.1 through 15-103.8 to 15-103.3 through 15-103.10

Separates managed care organization requirements into new section 15-103.1 and Maryland Medicaid Advisory Committee provisions into new section 15-103.2 for improved code organization

Creates new sections 15-305 through 15-309 to consolidate Maryland Children's Health Program provisions, including Express Lane Eligibility, guaranteed eligibility, contraceptive coverage, pharmacist services coverage, and pediatric hospital transfer rules

Updates terminology throughout the statute, replacing "substance abuse" with "substance use disorder" to reflect current behavioral health terminology

Takes effect October 1, 2026, and authorizes the Annotated Code publisher to correct cross-references affected by the reorganization
