Prohibits Maryland state government, local governments, county sheriffs, and their agencies, officers, employees, or agents from entering into immigration enforcement agreements with the federal government

Defines "immigration enforcement agreement" as any contract, agreement, or memorandum of understanding authorizing state or local entities to enforce civil immigration law, including agreements under 8 U.S.C. § 1103 and § 1357

Requires any existing immigration enforcement agreements to be terminated immediately upon the Act taking effect

Declared an emergency measure necessary for public health or safety, requiring three-fifths majority vote in both chambers of the General Assembly

Approved by Governor Wes Moore on February 17, 2026, with immediate effect upon enactment
