Repeals the provision that allowed cigarette or tobacco product license holders to automatically manufacture, distribute, or sell electronic smoking devices under their existing license; these businesses must now obtain a separate electronic smoking devices license

Exempts applicants who already hold a cigarette retailer license (§ 16-205(B)) or other tobacco products retailer license (§ 16.5-204(B)) from paying additional licensure fees when applying for an electronic smoking devices retailer or vape shop vendor license

Provides a transition period allowing persons licensed under Title 16 or Title 16.5 as of September 30, 2026 to continue operating in electronic smoking devices under their existing license until that license expires

Takes effect October 1, 2026
