Supervisory employees of the Baltimore County Public Library gain the right to form, join, and participate in employee organizations and engage in collective bargaining activities

Establishes a maximum of two bargaining units: one for non-supervisory employees and one for supervisory employees

Supervisory employees are defined as those authorized to hire, transfer, suspend, discipline, or direct employees for more than 50% of working hours, or address employee grievances

Bargaining units and collective bargaining agreements in existence on or before June 30, 2026 are protected from modification or termination

Takes effect July 1, 2026
