Renames the State Board of Examiners of Landscape Architects to the State Board of Professional Landscape Architects and changes the term "licensed landscape architect" to "professional landscape architect" throughout Maryland law

Modifies Board membership qualifications: two professional landscape architect members must have 10 years of practice experience with 5 years in responsible charge, while one member needs only 5 years of practice experience

Authorizes the Board to issue emeritus status licenses to landscape architects with at least 25 years of experience (5 in Maryland) who wish to retire from active practice while retaining the "Landscape Architect Emeritus" designation

Streamlines examination administration by allowing the Board to use testing services to set exam times/places, notify applicants, and administer supplemental examinations as needed

Changes license and permit terms from expiring on a fixed June 30 date to being valid for 2-year terms from the date of issuance, and removes outdated continuing education transition provisions
