Expands eligibility for the Edward T. and Mary A. Conroy Memorial Scholarship Program to include individuals who are or were eligible for the federal Chapter 35 Survivors' and Dependents' Educational Assistance benefit as determined by the U.S. Department of Veterans Affairs

Allows applicants to verify eligibility by submitting a copy of their Certificate of Eligibility for the Chapter 35 benefit

Permits school certifying officials or institutional liaisons to verify an applicant's Chapter 35 eligibility if the applicant is unable to obtain a certificate

Takes effect July 1, 2026
