Authorizes Maryland governmental entities to waive, in whole or in part, various statutory fees for veterans as defined in federal law (38 U.S.C. § 101)

Covers fees across multiple state agencies and license types, including: pest control certificates, nutrient management licenses, forestry licenses, pilot licenses, private detective licenses, security guard licenses, home improvement contractor licenses, fishing and hunting licenses, boat registration, vehicle registration, and explosives permits

Requires each governmental entity to adopt regulations establishing the criteria and process for granting fee waivers before any waivers can be granted

Applies to both application fees and renewal fees for covered licenses and permits

Takes effect October 1, 2026
