County boards of education must submit annual Student Residency and School Zones Reports to the Department of Planning and Interagency Commission on School Construction by July 1 each year, beginning July 1, 2026

Reports must include school zone boundaries and attendance area maps, student residence locations, and state-rated capacity, student population, and capacity percentage for each school in the county

Reports may not contain personal identifying information of students; the Interagency Commission on School Construction will establish formatting and submission requirements through regulations

Adequate public facilities ordinances that restrict housing development based on school capacity may not delay processing and completion of subdivision or site development plans

Such ordinances may still delay the issuance of final permits; the bill takes effect June 1, 2026
