Extends the timeline for calculating compensatory education enrollment using the current method from fiscal year 2026 to 2027, and extends the period during which dual enrollment courses may be limited from fiscal year 2027 to 2030

Modifies initial teacher certification requirements to accept portfolio-based assessments from Department-approved teacher preparation programs (not just nationally accredited ones) and allows registered apprenticeship certificates as an alternative pathway

Extends the deadline for principals to hold National Board Certification from July 1, 2029 to July 1, 2034, and allows out-of-state teachers with 2 years of effective evaluations to qualify for Maryland certification

Restructures the Career and Technical Education (CTE) Committee by repealing the CTE Skills Standards Advisory Committee and transferring its duties directly to the CTE Committee, which must develop career pathway standards and maintain a list of high-skill, high-wage priority occupations

Suspends the Expert Review Team Program for the 2026-2027 school year and transfers allocated funds to the Academic Excellence Fund, while requiring the Accountability and Implementation Board and Department of Education to develop a new methodology for counting low-income students by December 31, 2026
