Requires each Maryland institution of higher education and local school system to designate a Title VI Coordinator to ensure compliance with Title VI of the federal Civil Rights Act of 1964

Title VI Coordinators must have expertise in Title VI law, promote equal access to programs and activities, provide training and educational resources, document and investigate complaints, and maintain records

Allows persons alleging discrimination under existing state law (§ 26-704) to file complaints with the local school system's Title VI Coordinator in addition to or instead of the State Superintendent

Parents or guardians may submit discrimination complaints on behalf of minors
