Expands body-worn camera requirements from specific agencies (Department of State Police, Anne Arundel County Police, Howard County Police, Harford County Sheriff's Office) to all law enforcement agencies in Maryland

Requires all sworn law enforcement officers, regardless of rank, to wear body cameras while in uniform, in public, and conducting law enforcement-related duties

Removes previous language limiting the requirement to officers who "regularly interact with members of the public"

Eliminates the phased implementation timeline that had set different deadlines for different agencies (July 1, 2023 for some, July 1, 2025 for others)

Takes effect October 1, 2026
