Establishes a direct admission program beginning in the 2028-2029 academic year at participating public senior higher education institutions (University System of Maryland, Morgan State University, St. Mary's College of Maryland) for eligible high school students

Eligibility requirements must include completion of the College and Career Readiness (CCR) standard and a minimum high school GPA, as specified in a memorandum of understanding between the Maryland Higher Education Commission, Department of Education, and participating institutions

Participating institutions must waive application fees for direct admission applicants and offer conditional admission to all students meeting eligibility requirements, though institutions may set additional course or criteria requirements

Maryland Higher Education Commission must study implementation mechanisms, evaluate integration of student academic data with financial aid eligibility data, and submit findings to the General Assembly by July 1, 2027

Direct admission does not guarantee placement in specific programs or schools within participating institutions, and institutions may revoke offers for failure to graduate, academic misconduct, or significantly declining grades
