Local regulatory authorities must determine within 15 days whether an application is substantially complete; failure to respond within 20 days results in automatic deemed-complete status

Approved housing development projects receive vested development rights for at least 5 years (or longer if determined by local authority), protecting against future regulatory changes

Development excise taxes and impact fees on residential projects cannot be collected until after construction is complete and certificate of occupancy requirements are met

Applies statewide to charter counties, code counties, commission counties, Baltimore City, municipalities, and the Maryland-National Capital Park and Planning Commission, with an effective date of October 1, 2026
